Can you record a video?
Are there any hardware issues (CPU, RAM, HDD)? Does the nightly version behave the same way? Could you check if any older version works correctly?
Windows 7 is a fairly old system, but I periodically test the program in a virtual machine running Windows XP and Windows 7 and have never encountered the problem you described.
Regarding redrawing, the program does indeed completely refresh the image when the map is moved; there's no other way. This is done using the CPU. But it usually happens very quickly.
You can look at the specific numbers in the debug version of the program: View - Debug Info and specify the ViewState;OnPaint;OneTilePaintSimple filter. See what values you have there?

I tested this on a 5080 GPU under Windows 11. At first I thought it was the latency from fetching data over the internet. But even after the files were cached locally, the flickering was still very obvious—really noticeable. |

Ah, it's not dragging, but zooming! Yes, there is a long standing bug with flickering on zoom change. And I have no idea how to fix it. |

Place your cache on the old, slow HDD and test it again...
I'm going to try to implement a couple of ideas soon that might help get rid of this effect. Stay tuned.

Try out the nightly build, it works much better now. For me, it's not quite perfect yet, but close to it. |

I've added a couple more fixes, and now it works as expected. Please test the nightly build and report back if you find anything. If all is well, I will close this ticket in a few days as a duplicate of an earlier one. |
